Separate the structural consequence from the contractual argument

A useful engineering opinion distinguishes observed facts, probable cause, structural effect, required action and residual uncertainty. Contractual responsibility is then determined under the project’s governing agreements and law.

Technical questions first

  • What is the actual defect?
  • What mechanism caused it?
  • Which limit states or durability requirements are affected?
  • Is immediate risk control required?
  • What evidence supports acceptance, repair or strengthening?
